Should this be illegal?

I added a natural tail reference (last pic). I also found an article on the AVMA site about it, and it basically says no reputable vet would be recommending this, even though people still do it in top-level saddlebred showing. It’s not allowed in Morgan and Arabian shows, but I’ve still seen a bunch of Morgans wearing tail sets all the time to help them carry their tails higher. And I’ve even watched trainers put ginger paste in the area to get them to raise their tails for showing. Sure, abuse happens in every discipline, but that doesn’t make this acceptable.
